Programs that provide a hotline, website or other mechanisms that motorists can use to report incidents in which people have driven in high occupancy vehicle (HOV) lanes without the requisite number of passengers. In some areas motorists may use carpool lanes under other conditions, e.g., if they drive hybrid or other fuel-efficient vehicles or pay a special fee to do so.
