Family Support Recruitment/Referral
Programs that identify and enlist individuals and couples who are willing to provide a permanent home and new legal parentage for children who have been relinquished for adoption, particularly for children who have special needs.
Foster Parent/Family Recruitment
Programs that identify and enlist people who are willing to provide foster care for dependent children who have been removed from their homes because of abuse, neglect or abandonment and need an alternative family living arrangement, or for children or adults with developmental disabilities, sensory impairments, physical disabilities, emotional problems or multiple disabilities who are unable to live with their birth families or in an independent setting. Programs that recruit families to provide foster care for children and adults with disabilities are generally also responsible for training, certifying and monitoring placements in family homes and for providing support for the family and the individual(s) with disabilities who live with them.
Programs that support the ability of kinship caregivers to assure the safety and healthy development of children and youth and help to prevent unnecessary entries into foster care. Kinship caregivers often experience significant challenges and barriers to maintaining their caretaking role including difficulty finding affordable child care and housing, applying for public assistance, or facing challenging family dynamics. Kinship navigators assist kinship caregivers in learning about and accessing programs and resources to meet the needs of the children they are raising, provide help for the family as a whole to safeguard stability, and promote partnerships among public and private agencies. Kinship navigator programs are not intended to provide the services needed by kinship families; rather, they aim to improve caregivers' knowledge of services and assist them in being able to identify and access the services they need.
